The illustrator seems to think that peace is the answer but the woman in the side crying seems to mean that something can or will come out of this alliance, if the cartoonist wanted to show that this alliances are being made to be broken he could have had one of the representatives of a country with fingers crossed behind his back.

This image strongly relates to our great powers game in the way that at some point every country was friends with some team or the other.This also shows how you can't always trust your alllies cause they could always turn their back on you.
